As a result, gains are short-term and aren't sustained, and the program loses momentum and eventually support.

In today's competitive environment, an effective organization can no longer operate with a traditional top-down structure. Organizations must bring together all levels of the organization in pursuit of a common mission and vision. Today's organizations must create management supported empowered employees, establish performance benchmarks for each level of the organization, and do this within a structured framework focused on clearly defined and communicated business objectives.
